From time to time the AustraliaInstitute insists on injecting facts and figures into political discussions. It has now produced a report on just how many billions a year the States spend supporting their mining industries. The figures are significant. For example, for 2013-14 state budget minerals and fossil fuel expenditures and concessions totalled about about $3.2 billion. For Qld this cost represented about 60% of the royalties it received. The figures look much worse when it is realized that no GST is paid on mineral exports (or other exports.) This loss of GST income to the states would have been worth about $19 billion for 2012!

Deja vue all over again: the new NBN
Laura Tingle reckons the arrival of Turnbull’s NBN Strategic Review is deja vu all over again:
The raw politics of this is that, no matter how much the Coalition can complain that it has been left to clean up a Labor mess, a mickey mouse broadband network is now a mess that it owns and has insisted it will put its own stamp on. The cost of this decision is that we have to go back to the start to redesign NBN Co itself; the technological platform of the broadband system, the competition regime and a myriad of contracts.
This will take time.
There is going to be a cost benefit analysis and a review of NBN regulation. There will be changes to procurement strategy, renegotiation of deals with Telstra and Optus, of the special access undertaking lodged with the ACCC, reviews of NBN Co’s fixed wireless and satellite programs, a corporate plan, possible legislative and regulatory changes to access multi-dwelling units and utility infrastructure.
Tony Boyd spells out some of the detail. Significantly, the ‘multi-technology mix’ (MTM) is going to mean that
the entire NBN network technology management system will have to be redesigned. The IT systems will have to be changed and operational processes will have to be modified to support copper, HFC and FTTN.
The General goes
Abbott, Hockey et al would have you believe that GM have made a decision to cease manufacturing in Australia. Kim Carr and Jay Weatherall have been saying that GM were willing to continue and had specified exactly what was required. My recall is that Weatherall said they wanted the Government to chip in $130 million. Carr told Waleed Aly that the price was significantly less than $150 million. Carr said further that the hectoring and bullying by Hockey, Abbott and others clearly let GM know they were not wanted.
I think Carr is right. The Government wanted to make the decision look as though it was made by GM alone and to a degree they have succeeded.
Tim Colebatch, in a column written before the decision was announced (sadly, his last) was clear that the decision was made by Abbott. He thinks it could precipitate a recession. And:
car programs cost $400 million a year, nothing like the $3 billion a year for diesel fuel rebates to mining companies, or the $5 billion to subsidise negative gearing. The budgetary cost of losing this industry will dwarf the cost of keeping it.
Toyota’s fuel cell car
Around 16 years ago Toyota unveiled its hybrid electric-gasoline car. Since then it has sold almost six million of them. Now the company is taking a different direction and will start selling cars powered with a hydrogen fuel cell as soon as 2015. The battery car, they say, could only exist as “a niche toy for [rich] eco-snobs”, but is not suitable for the masses.
The fuel cell car will have a range of over 500 km or perhaps as much as 650 km in range driving, and will be refillable in seconds if you can find a filling station. Germany currently has 15.
The price is given as between five and 10 million yen, or about €37,000 to €74,000. Not cheap, but perhaps cheaper than expected as an initial offering.
On the downside, the car is only 30% efficient compared to 70% for battery electric. Hence masses of renewable energy will be required if the cars are to be environmentally friendly. There is a question as to whether sufficient renewable energy will be available for a mass rollout, but the car is more efficient than a conventional petrol model.
Toyota have devoted 500 engineers to the project, so they are certainly serious. Daimler has been working on the concept for some time and expects to have vehicles on the road in 2017, as does a Ford-Nissan alliance. General Motors, Honda and Hyundai are working together on a fuel cell project, Volkswagen has formed an alliance with Canadian fuel cell producer Ballard so as not to be caught out if the technology takes off. The weekend was a bit ordinary for me, but as supercoach Wayne Bennett says, if you can’t say anything nice say nothing. That’s how he addressed his troops after the thrashing they got in the previous week. This week they creamed the opposition!
This CC concentrates on climate mitigation, the practical stuff, rather than science, observations and future predictions. What I’m stepping around at the moment is politics, policy, opinion etc.

The last Climate clippings was back in March 2012. I’ve decided to start it up again, so we’ll see how we go. What I try to do is to include up to eight entries with an average of no more than 125 words. Readers who want to keep up in a general way should be able to gain a basic understanding by reading the entries without following the links.
This time the entries blew out to an average of about 150 words.

1. Climate Consensus – the 97%
Announced at Skeptical Science as a new Guardian blog, John Abrahams and Dana Nuccitelli will be writing at Climate Consensus – the 97%. It does have comments, but to me is not formatted like a blog. Maybe a newspaper blog.
It really started on 24 April. So far it’s not high volume, but looks interesting. Nuccitelli blogs at Skeptical Science as dana1981. The new blog is targeted at a more general audience. I’m currently working on another project, which is taking up much of my time. This week we had about 200mm of rain in one day. That could have been why my cable connection to the internet disappeared for 36 hours. I’m grateful to John D who sent me the links for each item in the following except the last.
Zero-emissions engine that runs on liquid air
A new zero-emissions engine capable of competing commercially with hydrogen fuel cells and battery electric systems appeared on the radar when respected British engineering consultancy Ricardo validated Dearman engine technology and its commercial potential.
The Dearman engine operates by injecting cryogenic (liquid) air into ambient heat inside the engine to produce high pressure gas that drives the engine – the exhaust emits cold air. It’s cheaper to build than battery electric or fuel cell technology, with excellent energy density, fast refuelling and no range anxiety. It just might be a third alternative.
Among the advantages are that it doesn’t catch fire or explode and doesn’t require rare materials. Continue reading Climate clippings 64
