What do scientists think about the Great Barrier Reef?

That’s the question Leigh Sales should have been asking rather than playing prompt to Julie Bishop’s spin on the 7.30 Report.

I’ve been citing a 2011 study by K. Frieler et al which found that:

preserving more than 10 per cent of coral reefs worldwide would require limiting warming to below +1.5°C (atmosphere–ocean general circulation models (AOGCMs) range: 1.3–1.8°C) relative to pre-industrial levels.

What President Obama and the Chinese are doing is not nearly enough to save the Great Barrier Reef, and there’s a fair chance that Obama knows it.

The ABC news bulletins have simply been repeating the Government lines without asking Opposition spokespeople, let alone scientists. The Guardian did better:

Bishop said on Friday the government did not believe the reef was in danger – a comment that contradicts the scientific consensus that it is.

The 2014 outlook report from the Great Barrier Reef Marine Park Authority said: “Climate change remains the most serious threat to the Great Barrier Reef. It is already affecting the reef and is likely to have far-reaching consequences in the decades to come.”

Radio National’s PM program in a segment not picked up by their news outlets interviewed Dr Jon Brodie from James Cook University who was the lead author of a 2008 scientific report for the Queensland Government on water quality issues affecting the Great Barrier Reef, and last year completed a Scientific Consensus Statement based on the views of more than 50 scientists and policy experts. He cites the Australian Government’s own outlook report 2014 linked above which:

says very clearly that the reef is in poor condition and continuing to deteriorate, and that major actions are needed to stop that deterioration.

Bishop says that the people who look after the reef are following the world’s best practice. Brodie says that’s irrelevant because what they are doing is ineffective:

The reef’s lost half its coral, it’s lost most of its dugong, seagrass is in poor condition. Most of the major indicators of the reef are in a serious state and serious state of decline. And hence, whatever management we are doing now, whatever standard it is, it’s not enough.

The Queensland and Federal governments have come out with a draft Reef 2050 Sustainability Plan to address the reef’s decline but Brodie describes it as “very weak”.

The bottom line?

the Government’s own report on the reef, very clearly says that climate change is a major issue for the reef. And if we don’t do anything about it, somebody doesn’t do something about it, then there’s not really a lot of hope to have the reef restored to its, you know, good value.

The SMH asked several scientists including Brodie, Dr Ove Hoegh-Guldberg, Director of the Global Change Institute at The University of Queensland and Dr Charlie Veron, a former chief scientist at the Australian Institute of Marine Science.

Ove Hoegh-Guldberg was involved in the Frieler research cited above and stressed the dangers of ocean acidification. In 2012 he wrote an article for The Conversation pointing out the inappropriateness of the 2°C guardrail for preserving coral reefs.

Veron was blunt:

“In the long term, that is the whole of this century, we are going to have the Great Barrier Reef slaughtered,” Dr Veron, a world authority who has scientifically named about one-quarter of all known corals, said.

“There’s no doubt about that at all, if carbon-dioxide emissions keep on tracking as they are.”

Currently UNESCO is undertaking a review of the Great Barrier Reef’s World Heritage status, due for completion by mid-2015.

Both Brodie and Veron see the Queensland and Australian governments in a frenzy to head off an ‘endangered’ listing. It was pointed out on the ABC Insiders program that such a listing would inhibit the financing of planned developments.

Obama is right to worry what his granddaughters will see if they come to visit. It’s possible there will still be something worth crossing the Pacific for. Chances are, however, that his great granddaughters will stay at home.

It’s all very simple really – Government spin versus very real concern by scientists, a threat to UNESCO World Heritage listing with flow-on effects on development, and international goals for a 2°C guardrail which will see the reef destroyed.

1. The Amazon is drying

Since 2000, rainfall has decreased by up to 25% across a vast swath of the southeastern Amazon, according to a new satellite analysis.

The area of concern is 12 times the size of California. The Amazon overall takes up 25% of the global carbon cycle that vegetation is responsible for, so it’s a significant carbon sink. With further drying the Amazon could become a carbon source rather than a sink.

Causes are not clear, but it’s possible that rainfall patterns have moved further north with global warming.

In related news, the re-election of Dilma Rousseff as president is seen as a significant negative for the environment in Brazil.

2. Great Barrier Reef protection plan ‘ignores the threat of climate change’

In its formal response to the Reef 2050 long-term sustainability plan, which was drawn up by the Australian and Queensland governments, the Australian Academy of Science states the strategy is “inadequate to achieve the goal of restoring or even maintaining the diminished outstanding universal value of the reef.”

There is “no adequate recognition” in the 2050 plan of the importance of curbing greenhouse gases.

Professor Terry Hughes, director of the Australian Research Council Center of Excellence for Coral Reef Studies and an academy fellow, said the plan was focused on the sustainable development of four “mega ports” adjacent to the reef, rather than conservation of the reef itself.

The Great Barrier Reef has lost around half its coral cover in the past 30 years. The question now is whether UNESCO will list the GBR as endangered.

3. Limiting global warming to 2°C is unlikely to save most coral reefs

In this recent post I mentioned that “preserving more than 10 per cent of coral reefs worldwide would require limiting warming to below +1.5°C (atmosphere–ocean general circulation models (AOGCMs) range: 1.3–1.8°C) relative to pre-industrial levels”. It annoys me that the dangers to reefs from temperature change and ocean acidification are almost never mentioned, even by greenies. Opposition pollies should be speaking up too! That paper has been around since 2011.

4. Carbon capture and storage research budget slashed

The government has cut almost half a billion dollars from research into carbon capture and storage – which the Intergovernmental Panel on Climate Change (IPCC) deems crucial for continued use of coal – despite the prime minister insisting coal is the “foundation of our prosperity”.

In the budget the government cut $459.3m over three years from its carbon capture and storage flagship program, leaving $191.7m to continue existing projects for the next seven years. The program had already been cut by the previous Labor government and much of the funding remained unallocated.

John Connor, the chief executive of the Climate Institute, said CCS “has to be one of the clean energy options available because all the modelling says that to avoid temperature rises of more than two degrees, we have to take carbon dioxide out of the atmosphere”.

The first full-scale CCS power plant, the Boundary Dam Carbon Capture and Storage Project in Canada, opened last month.

5. Poland rejects zero coal by 2100

Poland and a bunch of eastern Europe countries “have categorically rejected the target put forward by the world’s top climate scientists to reduce carbon emissions to zero by 2100 to avoid dangerous global warming…”

You might recall that when Poland hosted the UNFCCC Conference of Parties in 2013 it was positively promoting coal.

The EU has not yet apportioned the effort between countries in planning to meet recently announced emissions reduction targets. The fun is about to begin!

6. Roof top solar in San Francisco

New regulations in San Francisco will require new buildings to have roof top solar or gardens or both.

7. Tesla solar supercharging network

Tesla is rolling out a solar supercharging network for electric vehicles throughout the world eventually. Soon they will make a beginning in Australia.

The superchargers provide half a full charge in as little as 20 minutes, and are usually located near amenities like roadside restaurants, cafes, and shopping centers. Usually they have between 4 and 10 stalls.

The $5 billion “giagfactory” to be built in Nevada will generate more than 100% of its electricity needs with wind and solar.

8. News of energy storage is a big, big deal

So says Sophie Vorrath at RenewEconomy:

The big announcements keep coming from the energy storage sector, with news this week that US behind-the-meter startup, Stem, has been tapped to provide 85MW of distributed energy storage to households in the West Los Angeles Basin.

The deal, a multi-year agreement awarded to Stem by Southern California Edison (SCE), marks America’s largest distributed energy storage project to date, and the first time energy storage has competed with traditional energy sources like natural gas at this scale.

For its part of the deal, Stem will deploy its advanced, behind-the-meter energy storage technology at customer locations in the Western LA Basin to act as dispatchable capacity to enhance the local reliability of the region.

In other words, using the combination of storage and its proprietary software platform, Stem will allow customers to monitor and manage energy use, which in turn will provide additional capacity to SCE.

9. Billboard banned

You may have heard that Brisbane Airport banned a billboard suggesting to incoming G20 delegates that climate change should be on their agenda. Apparently the billboard was “too political”.

Getup and a bunch of other NGOs are campaigning to have the decision reversed.

The billboard was based on the experience of South Australian grape grower David Bruer, a farmer from South Australia who lost $25,000 worth of grapes in one day when temperatures soared to 45°C last year.

1. Kiribati buys land in Fiji

That’s Millenium Island in Kiribati which tops out at six metres above sea level. In parts of Kiribati the sea level is rising by 1.2 cm a year, about four times more than the global average.

Kiribati recently purchased eight square miles of land about 1,200 miles away on Vanua Levu, Fiji’s second-largest island. The immediate intention relates to food security. They will use the land for agriculture and aquatic farming.

That’s not a lot of land but Kiribati itself comprises just over 100,000 people scattered across 33 low-lying coral atolls totalling about 313 square miles.

The article notes that Kiribati’s reef structure can grow at 10 to 15 mm a year, faster than the IPCC expects sea level to rise, but it is not certain such growth in coral reefs translates to habitable land. My expectation is that later in this century sea level rise will far outstrip any coral growth.

2. Australians unhappy over Coalition’s response to climate challenge

JWS Research on behalf of the Climate Institute found that 70% of Australians accept the mainstream scientific position that climate change is occurring, up 10% since 2012.

while more than half of respondents felt the federal government was the primary body which should address climate change, there was a negative rating of -18 when people were asked to rank the government’s performance.

This compares to a -1 rating from last year.

A mere 20% of those questioned said they are convinced that Tony Abbott is concerned about climate change, with 53% feeling that he isn’t. Nearly a third of people believe opposition leader Bill Shorten is worried about the problem, with around the same proportion of people thinking the reverse is true.

In a further blow to the Coalition, for the first time more people support carbon pricing than oppose it. According to the poll, 34% back the carbon pricing laws, up 6% on 2012. Public opposition to carbon pricing has collapsed by 22% since 2012, when the Coalition was repeatedly attacking the then Labor government over the policy, the poll found.

According to the poll, 47% of people think that carbon pricing is preferable to no climate change policy, with just 22% supporting the government’s alternative Direct Action policy…

3. Shorten vows to ‘re-litigate’ case for carbon pricing

He didn’t expect to have to but he’s prepared to argue the case from first principles. He says:

The real test of political leadership is a willingness to build consensus, to earn agreement, not just to yank the bell at the Downton Abbey political college and expect a servant class of obedient Australians to carry out your will.

Meanwhile confusion reigns in the public mind, so I wish Bill the best of luck. Essential Research found:

Support for Direct action is thin and fading in this survey at 9%. Doing nothing rates at 33% (up 3%), nearly matching the total of 38% favouring carbon pricing.

4. Great Barrier Reef tougher than thought

Scientists have put together temperatures from the Great Barrier Reef for the last 20,000 years and found that the reef has survived a range of temperatures.

They found that corals survived a 5°C rise between 20,000 years ago and 13,000 years ago. The reef is more resilient to temperature change than previously thought.

Nevertheless there are a few caveat’s to consider before a general outbreak of optimism,

Dr Helen McGregor, a Research Fellow at the Australian National University and a member of the research team:

“The Great Barrier Reef has coped with temperature changes that have occurred over a few thousand years, but now we are looking at a four degrees Celsius temperature change occurring in 100 to 150 years, so it is much more rapid.”

Then there is the small matter of ocean acidification and other human-caused impacts.

5. Abbott slams green power industry

That was the headline on the front page of the Australian Financial Review on Wednesday. On the front page we read the Abbott spiel:

“The RET is very significantly driving up power prices,” Mr Abbott said.

This, he said. posed a threat to domestic budgets and industry competitiveness, especially energy-intensive industries.

“We should be the affordable energy capital of the world, not the unaffordable energy capital of the world and that’s why the carbon tax must go and that’s why we’re reviewing the RET.”

Then over on page four we read the truth:

ACIL modelling for the Warburton review finds keeping the RET will cut average household power bills by $56 per year by 2021-2030 [sic] and extending it to 30 per cent will save householders $158. Source ACIL Allen

Andrew Richards, head of external affairs at Pacific Hydro, said recently approved gas price rises in NSW will add up to $240 a year to the average household bill. There are bigger fish to fry.

It’s a pity that the AFR can’t tell the truth on the front page – that Tony Abbott is telling porkies again.

The folly of Abbot point and Galilee Basin

This post was written back when the issues of Abbot Point expansion and the dumping of waste in the Great Barrier Reef Marine Park area were current. Now the Queensland Land Court has recommended the State Government reject the multi-billion dollar GVK-Hancock Alpha Coal project in the Galilee Basin. The decision is a non-binding recommendation to the State Government. If they go ahead, conditions have been suggested.

Impact on groundwater was the main concern of local landowners.

It looks to me as though this decision will not in the end impede the construction of the mine. Nevertheless there are concerns also about the economic viability of both the coal mines and the port expansion, as I discuss in the post.

Abbot Point and the Marine Park

Recently the Abbot Point port expansion proposal has caused a great deal of controversy because of the proposed dumping of 3 million tonnes of sludge within the Great Barrier Reef Marine Park area. The contention is that the Great Barrier Reef Marine Park Authority (GBRMPA) initially found against the dumping. In January this year GBRMPA approved the dumping.

Professor Russell Reichelt, chair and chief executive of the Great Barrier Reef Marine Park Authority, makes clear at The Conversation that the material to be dumped is not toxic and while the Authority would prefer placing dredge material on land, “providing it does not mean transferring environmental impact to sensitive wetlands connected to the reef ecosystem”, they are comfortable with the proposed plans.

The material to be dumped is about 60% sand and 40% silt and clay, similar to what you would see if you dug up the site where the material is to be relocated. The target area is a defined 4 square kilometre site free of hard corals, seagrass beds and other sensitive habitats, about 40 kilometres from the nearest offshore reef.

The Marine Park itself is about the size of Italy:

In a comprehensive discussion of the Abbot Point expansion and the Galilee Basin Radio National’s Background Briefing implies that the Abbot Point expansion will not be supervised. The story is told of how in the previous expansion contractor John Holland effectively ignored environmental regulations and was fined a token $195,000 as a result. Professor Reichelt specifies what is to happen this time:

we will have a full-time staff member from GBRMPA located at the port to oversee and enforce compliance during dredge disposal operations. This supervisor has the power to stop, suspend or modify works to ensure conditions are met.

In addition, an independent technical advice panel and an independent management response group will be formed. Membership of both these bodies will need the approval of GBRMPA.

Importantly, the management response group will include expert scientists as well as representatives from the tourism and fishing industries, and conservation groups. Together, GBRMPA and those other independent scrutineers will be overseeing the disposal, and will have the final say — not North Queensland Bulk Ports, which operates Abbot Point, or the coal companies that use the port.

This overview is worth quoting:

Our recent assessments show the dominant risks to the health of the reef are the effects of climate change, excess sediment and nutrient run-off (such as from widespread floods), outbreaks of coral-eating starfish, extreme weather, and some types of fishing.

Coastal development such as ports are assessed as significant but local in their effects.

The effects of climate change.

Watching Greens Senator Larissa Waters debate the Abbot Point expansion with the relevant Qld government minister was like being in an alternate reality. There was no mention of the climate effects of the coal to be exported, no mention of the warming and ocean acidification impact on the reef.

No mention of the impact of the monster mines on the local environment, the use of local aquifers, of the possibility of toxic runoff into the river systems and flood plains the the southwest, the Channel Country and Lake Eyre. As I said last year in Galilee Basin coal: a vision splendid or a kind of madness?:

Water is in fact a considerable issue, as the area has only 400 to 500mm rainfall pa, seasonal and highly variable. Artesian aquifers and water from coal seam gas are being considered. Pastoralists are naturally worried as are environmentalists. The area can be subject to heavy rains which ends up with a toxic brew from open-cut mines being pumped into water courses. The basin drains towards Lake Eyre, (now officially known as Kati Thanda–Lake Eyre).

Moreover the railway line or lines will cut across grazing lands on expansive flood plains, making water movement highly problematic with heavy rain.

Economics of the mining projects

Mercifully both projects look wildly uneconomic. The Background Briefing story quotes a UBS commodities analyst who says that for the Galilee Basin to be profitable the coal price would have to be around AU$110 per tonne. Their long term estimate is $80 per tonne. The program saw India rather than China as being the most prospective customer. India is running out of coal that can be mined, but the current price there is about $23 per tonne (I presume US$). They need electricity for hundreds of millions who rely on wood or cow dung for cooking and heating, but not at any price.

John Quiggin has two posts about companies pulling out and the shaky economics of both projects:

Following a similar announcement last week by Lend Lease, and earlier announcements by BHP Billiton annd Rio Tinto, mining company Anglo American has withdrawn its proposal to take part in the expansion of the Abbot Point coal terminal. That leaves only two proposals, both from Indian companies owned by billionaire entrepreneurs reminiscent of Bond, Skase and other Australian heroes of the 1980s. Both Adani and GVK are heavily indebted conglomerates of the type that invariably emerge when money is cheap, and mostly collapse when the tap is turned off.

It’s not surprising that these companies have not yet abandoned their bids. Doing so would involve booking huge losses on their mining prospects in the Galilee Basin. But, it’s hard to believe anyone is going to lend them the billions required, not just for the port expansion, but for a 500km rail line and the mine itself. The price of coal is well below the level required to cover the costs of extraction and transport, let alone to provide a return on capital. And if Adani and GKV don’t build the rail lines, the development of the entire Basin will grind to a halt.

Open Mind tells us that even earth scientists outside the field of volcanology don’t know how much CO2 volcanoes emit. Claims are made that it dwarfs human activity and that Mt Pinatubo emitted more than humans in the history of the world.

E10 debacle puts the brakes on biofuels in Germany

German motorists have shown uncommonly good sense by not buying the biofuel mixture E10.

The real reason, though, was confusion over which car models could use the stuff without harm. Meanwhile a study found that:

up to 69,000 square kilometers (about 27,000 square miles) of forest, pasture and wetlands would have to be cultivated as farmland to satisfy the future demand for biofuel in Europe alone. This is an area twice the size of Belgium. One consequence of such cultivation would be the release of up to 56 million tons of CO2 a year, or the equivalent of the emissions of an additional 12 million to 26 million cars on European roads.

The “Big Freeze”, the Younger Dryas, happened in the space of a few months

mg20427344.800-1_300In case you have been feeling hot I thought we’d start with a story about the cold.

William Patterson of the University of Saskatchewan in Saskatoon, Canada, and colleagues have developed a technique where they use a scalpel to slice off layers of mud 0.5 to 1 millimetre thick, each representing up to three months of time.

The group studied a mud core from an ancient lake, Lough Monreagh, in western Ireland and found that the Younger Dryas over 12,000 years ago which plunged Europe into Siberian-type weather for about 1300 years, took hold in the space of a few months.

Now Patterson’s mob have built a robot able to shave 0.05 micrometre slivers along the growth lines of fossilised clam shells, giving a resolution of less than a day. “We can get you mid-July temperatures from 400 million years ago,” he says. You just have to work out where in the world the clam was 400 million years ago, and that could just about be anywhere.
